Odisha Opens Mukhyamantri Research Fellowship Applications

  • The Odisha government has opened applications for the Mukhyamantri Research Fellowship 2026–27, offering eligible PhD scholars financial support to promote research and innovation in state public universities.

The Odisha government has invited applications for the Mukhyamantri Research Fellowship (MRF) 2026–27 under the Mukhyamantri Research and Innovation Programme (MRIP). This move, intends to bolster research plus innovation through financial assistance for eligible PhD scholars who are doing doctoral studies in state public universities. Overall, the fellowship sort of shows the states commitment to building a lively research ecosystem, and it should also push high quality academic work. Such work can support knowledge creation, and in turn socio economic development as well.

According to the Higher Education Department, eligible candidates can submit their applications online via the Student Academic Management System, SAMS, portal. The online application window opened at 4:00 pm on July 7, 2026 and will stay active until 11:45 pm on July 30, 2026. Applicants are suggested to finish the registration part well before the cut off, so that last minute technical trouble does n’t happen.

To get the fellowship, the applicant needs to be a permanent resident of Odisha, and they should already be enrolled in a PhD programme at a state public university. They must have registered for their doctoral programme between April 1, 2024 and July 19, 2026, under an approved research guide, so the whole thing stays in order. The Higher Education Department has also clarified that scholars picked under MRIP-2025 who are not showing up as registered on the SAMS portal are not allowed to re-apply again in this current cycle.

After the application deadline, candidates will get a chance to modify what they already put into the Common Application Forms (CAF), on July 31, 2026. The checked applicant details will then be passed on to the Odisha State Higher Education Council (OSHEC) by August 5, 2026. As for the document verification timings, that part will be announced separately on the SAMS portal.

The Mukhyamantri Research Fellowship is meant to sort of push scholars toward doing impactful research across multiple domains, while also lifting the overall quality of higher education and new ideas in Odisha.
