- UGC invites eligible higher education institutions to apply for recognition to offer ODL and online programmes for the 2026-27 academic year. Online applications remain open from September 1 to 15, 2026.
The University Grants Commission (UGC) welcomes applications from HEIs that qualify for recognition for conducting academic programmes through Open and Distance Learning (ODL) and online learning for the academic year 2026-27. Recognition is applicable to those programmes that will commence from the academic year 2027 (January/February), and further sessions beyond that.
As per the public notice published by UGC dated 31st August 2026, the institutions which are eligible may apply for approval through the DEB portal between 1st to 15th September 2026. This programme is designed so as to make sure that institutions offering distance and online courses comply with the guidelines laid down by the Commission.
After the completion of the online application form, institutions will also have to send the hard copy of the affidavit and annexures. These documents need to be sent to the Joint Secretary, Distance Education Bureau, UGC, New Delhi, by September 25, 2026.
In other words, application alone does not result in automatic recognition of the institution or its programs. It will be examined to establish if the institution of higher learning meets the criteria set out by the relevant UGC rules relating to ODL and online education.
The process of recognition plays an important role when considering how to provide learners with flexible learning options via distance and digital means. The ODL and online programs allow individuals and professional people to get educated at a higher level without joining full-time campus-based programs.
In addition to this, UGC has stated that the application window is open all through the year for those institutes which are eligible to run online courses and for Category-I institutes which are eligible to run distance learning courses. But, the institutes which plan to offer programs in the January-February 2027 session have to comply with the application schedule.
The institutions are recommended to conduct a thorough examination of the rules governing the program, qualifications required, and documentation necessary prior to sending in their applications. In addition, the Commission advises applicants to visit the DEB website to find out more about application fees.
This latest step is part of the ongoing initiatives by UGC to regulate and develop the Indian system of higher education via distance and online methods. By mandating an institution to go through the official process of recognition, the Commission wishes to ensure that distance education programs adhere to certain quality standards.
The recognition process is therefore an important phase for higher learning institutions wishing to start offering ODL and online programs starting in the 2027 academic year. The institutions wishing to get recognized must complete the online application process along with the prescribed hard copies on time.
